China's First Central Business District

Beijing Central Business District (CBD) is located in Chaoyang District, covering 7.04 square kilometers in the core area and 84 square kilometers in the functional zone. Planned and launched in 1993, it is China's first central business district and one of the capital's high-end industrial clusters. Leveraging the advantages of the "Two Zones" policies, Integrated National Demonstration Zone for Opening up the Service Sector and the China (Beijing) Pilot Free Trade Zone, the CBD focuses on building a headquarters economy cluster, an international finance hub, a model zone for law-business integration, and a pioneer zone for an internationalized business environment.

The Beijing CBD is home to nearly 50 percent of the regional headquarters of multinationals, 70 percent of the international financial institutions, 80 percent of the international organizations and foreign chambers of commerce, and 90 percent of the international media outlets in Beijing. It also harbors almost all the foreign embassies in China. Specifically, the district hosts over 10,000 foreign-funded enterprises, more than 200 Fortune Global 500 companies, and over 100 regional headquarters of multinationals. Leading global firms, including the world's top 10 law firms, top 10 consulting companies, and top 10 human resources companies, have all established their presence there. Over 50 percent of Beijing's Grade-A office buildings and 30 percent of the city's five-star hotels are located within the CBD.

A World-Class Central Business District

An International Platform for Exchanges and Cooperation

Around 90 percent of Beijing's international business exhibitions and half of its international conferences are held in the CBD. The annual Beijing CBD Forum, with its permanent theme of "Dialogue with the World for Common Development", has become an important platform for China's international exchanges and cooperation. The forum draws insight from both domestic and international experts, as well as global business leaders, making it a leading venue for economic dialogue and business engagement — both in Beijing and across China. The 2025 Beijing CBD Forum has been comprehensively upgraded, introducing a new model of "never-ending forum, omnipresent negotiations". A year-round program of forum activities will be launched in close collaboration with international organizations, institutions and business associations, including the United Nations Development Programme, United Nations Industrial Development Organization Investment and Technology Promotion Office (Beijing, China), the Urban Land Institute, the China UK Business Development Centre, and the Hong Kong International Arbitration Centre, further enriching the forum's content and significance.

In 2024, Beijing CBD was elected as the President of the Global Business Districts Innovation Club, and China's first "Global Business Reception Hall" was launched in the CBD. According to The Attractiveness of Global Business Districts Report released by the Club in 2020, Beijing CBD ranked seventh worldwide, second in Asia, and retained the top position in China. For two consecutive years, Beijing CBD has been ranked first in Forbes China's Evaluation of Competitiveness and Consumption Competitiveness of Central Business Districts. It excels in international influence, economic output, functional diversity, consumer leadership, business appeal, and innovation capacity.

A Hub for Key Industries

The Beijing CBD is characterized by the headquarters economy, supported by the building-based economy, led by international financial industry, dominated by high-end business services, and home to a cluster of cultural and media entities.

The headquarters economy has been becoming increasingly prominent in the district. In 2023, the Beijing CBD launched a "Headquarters Growth Program" aimed at attracting multinationals around the globe to establish their headquarters in the district. This program not only targets regional headquarters, functional headquarters, and private enterprise headquarters, but also encourages existing headquarters enterprises to transform and upgrade in terms of development of new trade formats, operations management, and R&D design, among other functional domains. As of June 2025, the number of multinational regional headquarters in the Beijing CBD reached 122, accounting for 72 percent of Chaoyang District's total and nearly half of Beijing's total.

The international financial industry has been growing in an accelerated manner. Several global stock exchanges and international insurance institutions have established their presence in Chaoyang. Iconic financial institutions such as foreign-funded securities companies, foreign-funded auto finance companies, and foreign-funded fund management companies are all present. These made the CBD a commercial district with the most comprehensive range and the highest density of international financial institutions in Beijing.

The cultural and media sectors there hold distinct advantages. The CBD hosts over 80 percent of Beijing's international media outlets, including those of CNN and BBC, making it a crucial international cultural communication hub for China and Beijing's primary cluster for international media.

The district is also renowned for its high-end business services. It is home to over 200 world-class high-end service enterprises, including PwC and McKinsey & Company, as well as R&D centers of nearly 100 multinationals such as IBM and Samsung. It is the largest area for both undertaking service outsourcing and generating demand for such services.

To better serve foreign-funded enterprises in the Beijing CBD, the Investment Promotion Service Center of the Beijing CBD was established as part of the International Business Service Area within the China (Beijing) Pilot Free Trade Zone. It features a government service area, an exhibition and display area, a global communication area, a comprehensive negotiation area, and a multi-functional presentation area. It supports three core functions, namely investment promotion, administrative review, and enterprise services, providing meticulous "butler-style services" for key enterprises in the district. The center has dedicated counters for foreign-funded enterprises and provides online services, offering the following "one-stop" services:

A Law-Based Business Environment

Since 2024, the Beijing CBD has been promoting the development of a law-based business environment and fully advancing the construction of the core area for the Beijing International Commercial Arbitration Center, aiming to make Beijing a world-class destination preferred by relevant stakeholders and practitioners for resolving commercial disputes. It continues to work with internationally renowned arbitration institutions such as the Hong Kong International Arbitration Centre (HKIAC) and the Singapore International Arbitration Centre (SIAC). It has also signed a strategic cooperation agreement on foreign-related financial legal affairs with the Beijing Financial Court. Through multi-channel, multi-level, and multi-form cooperation, it facilitated the completion of the final stage of provision of judicial services and has been accelerating the development of a demonstration zone for concentrated legal services.

A Law-Based Business Environment

Precise Talent Services

Talent Recruitment and Evaluation: Each year, applications are submitted for quotas allowing non-Beijing fresh graduates to have their households registered in the city. The enterprises based in the CBD are also recommended for various awards, including those of the Phoenix Plan.

Talent Housing Guarantee: Public rental housing for talent in the CBD is allocated to the local enterprises, and information on shared-ownership housing, public rental housing, and collective rental housing is provided, to partially meet the housing needs of talented individuals based in the CBD and their families.

Development of a Talent Platform: The CBD International Talent Hub within the China (Beijing) Pilot Free Trade Zone has been launched, encompassing functions such as talent pooling, comprehensive services, development and cultivation, and communication and connectivity. It aims to establish a full-chain service system covering talent attraction, utilization, training, and retention. The Beijing CBD International Talent One-Stop Service Center has been set up, providing 120 talent services that can be accessed locally or online, comprehensively meeting the needs of international talented individuals in terms of innovation, entrepreneurship, work and life.

Talent Training Services: Multi-topic lectures on economic hotspots and corporate investment and financing are conducted with the support offered by high-end educational and consulting institutions, including the Yale Center Beijing, the Penn Wharton China Center, and the Institute of China Business of HKU SPACE (School of Professional and Continuing Education of the University of Hong Kong).

Innovation in Talent Events: Diverse cultural and sports events, including the CBD Barista Championships, vertical marathons, tennis tournaments, photography competitions, and staging of original plays, are organized with the support of the CBD Federation of Trade Unions, the CBD Human Resources and Talent Club, and other organizations to enhance the sense of belonging and the cohesion among talented individuals.

Coordinated Development in Beijing-Tianjin-Hebei Region

The Beijing Central Business District Administrative Committee, in collaboration with Tianjin Port Group and the Chaoyang Customs, established the "Beijing-Tianjin Coordinated Port Service Center of Beijing CBD and Tianjin Port" (hereinafter referred to as the "One-Stop Service Center") within the Investment Promotion Service Center to provide enterprises with facilitation services concerning customs clearance. The One-Stop Service Center has made it possible for enterprises in Chaoyang District, especially those based in the CBD, to access the port services offered by the Tianjin Port as a "maritime gateway" hub.

In response to various enterprise needs, the CBD has proposed service measures and efficiency commitments in seven areas: rapid response, direct connection, first-class efficiency, priority handling, fee reductions, customized services, and cold chain services. Tianjin Port Group's service hotline (+86-400-022-0000) operates 24/7, providing timely, efficient, and quality responses to meet enterprises' needs. A one-hour direct connection mechanism has been established to understand and address enterprises' requirements promptly through the One-Stop Service Center. It aims to achieve world-class port production efficiency, ensuring that over 95 percent of vessel entries and exits are completed as scheduled and every procedure at the service windows is completed within 10 minutes.
